Welcome to the public consultation website for a proposed BESS, Transformer and Associated Infrastructure. The proposed BESS location is Etna Street, with a connection to National Grid’s Lister Drive Substation. Further details on the proposal are provided in the following sections. 

What is Battery Energy Storage?

As part of the UK's commitment to a low carbon economy, the Government is exploring innovative ways to manage energy more sustainably. A critical component of this strategy is the development of Battery Energy Storage Systems (BESS).

 

BESS are cutting-edge facilities designed to store excess energy generated during periods of low demand and high production. This stored energy can then be released when demand is higher, preventing waste and ensuring a more balanced and efficient energy supply across both the National Grid and local networks. By integrating BESS, we can significantly enhance the stability and resilience of our energy infrastructure and reduce electricity price volatility.

Batteries are a clean and green technology, producing no emissions or pollution during normal operation. Their role in a decentralised energy system is essential as they help to manage supply and demand fluctuations, particularly as we increase our reliance on renewable energy sources.

As with most generators, to safely and efficiently transport electricity generated by these batteries, the voltage must be increased to match the levels used by the National Grid, which operates at 400,000 volts. This is achieved through transformers and associated technology (known as switchgear) housed within a substation. Depending on the initial voltage, multiple substations may be required. These substations play a vital role in ensuring the electricity is transmitted safely and reliably to its connection point.

Who is Gresham House?

Gresham House is a specialist alternative asset management group, dedicated to sustainable investments across a range of investment strategies, including Battery Energy Storage, Renewable Energy, Sustainable Infrastructure and Forestry.

Gresham House New Energy is the clean energy division within Gresham House that will be responsible for the development of the proposed battery energy storage facility at this site. 

​

The Gresham House New Energy team has a proven track record in developing and operating renewable generating and battery energy storage assets and currently manages operational and development solar, wind and battery energy storage projects of c.2,500MW. Of this, Gresham House Energy Storage Fund plc (GRID) is the UK’s largest battery energy storage fund, and currently operates c.1.25GW of BESS at over 21 sites with more under construction around the UK and Ireland.

 

Gresham House actively manages c.£8 billion of assets on behalf of investors which include institutions, charities and endowments, and family offices.

Development Considerations

The following works will be undertaken to support any future planning application on this site, and inform the final design of the scheme:

Flood Risk and Drainage

The site is located within Flood Zone 1 and is subject to a low level of surface water flooding which can be easily managed and mitigated through the design and layout of the site.

What is Proposed?

The above Site Layout Plan outlines the proposed site and the boundaries of our proposed development, which is at an early stage. As we progress with the design, we remain committed to engaging with the community and stakeholders to ensure this project contributes positively to our collective goal of a sustainable, carbon-neutral future.

 

The proposal consists of the construction and operation of a Battery Energy Storage System (BESS). Access to the site will be taken off Green Lane (B5189) onto Etna Street, to the east of the site. The associated equipment would broadly comprise the following:

  • 36 x battery containers; 

  • 6 x transformers; 

  • 12 x inverters; 

  • Water tank and pumping container; 

  • Fire hydrants; 

  • Site fencing, main access gate, emergency access only gate and CCTV; and 

  • Acoustic fencing and noise mitigation measures.  

Comments

We are asking people who live and/or work in the area to help us to shape the proposals for a Battery Energy Storage System (BESS) prior to the submission of a planning application. The proposed BESS location is Etna Street, with a connection to National Grid's Lister Drive Substation. We would like to know your views on our proposals, what you think we should know about the surrounding area and how these points may influence our proposals.

Comments sent to us are not formal submissions to Liverpool City Council. There will be an opportunity to give feedback directly to the Council as part of the planning application process. All thoughts and suggestions received as part of this consultation will be carefully considered before a planning application is submitted to the Council.
